This is part of the malthusian eugenics agenda, where essentially they are trying to reduce the birth rate of 'coloreds' as much as possible because they realize that the birth rate of whites are low and that eventually the 'coloreds' would overtake whites in population. This goes back to as far as the early 1900s. Just look up Bertrand Russell.

Many of the people pushing these policies today come from that SAME eugenics-based lineage. Hillary Clinton publicly praising Margaret Sanger is one example. Bill Gates's father was the head of planned parenthood at a time... and you see him and Al Gore publicly talking about we need to manage Africa's fertility, or in other words, reduce the population. Why do you think that is? If not for the possible 10s of millions of abortions, we would be a significantly higher portion of the population.
