I don't doubt the 'black market' will still be around. it's how many people are used to doing it. plus people will be able to grow their own. they also need to figure out the licensing to grow large amounts intended for legal sale. but over time most people will probably just go to the store

It would not be fruitless. It's the opposite.
They are paying a lot of money, now, to get it transported in through speed boats, man-made tunnels into San Diego, small loads in border crossings, etc.. They would be better off, from a logistical and financial standpoint, to utilize existing transportation methods to move large cargo.
