It's not as simple as you think. There are 2 basic points to consider in Powell's case

1.) Vaccines train your body how to respond to covid

2.) Unfortunately Cancer treatments also vastly weaken your immune system

Given these 2 points, it's quite possible that his cancer treatment prevented him from having an immune response to the vaccine, and even if he did have an immune response, the same cancer treatment probably suppressed his white blood cell count thus limiting his ability to fight off the infection.

This is another reason that those who can get vaccinated should. The vaccines lower community spread by lowering who gets infected and by also by lowering transmission for breakthrough cases. Ergo, herd immunity protects those who are immune suppressed.
