Conley's the 7th/8th best pg in the league while Rose isn't anywhere near the top 10 right now. Also as @holidayinn21 mentioned this'll be the first year that Conley will be playing in a system that caters to his strengths. It's kind of amazing really that he's been as successful as he has playing in such an unfriendly PG system.
I get that that huge contract has made Mike the target of jokes and criticism but he's easily a max level player and a championship level point guard. Yeah he's never made an All Star team but when you're in the same conference as Curry, Westbrook, Paul and Lillard it's kind of hard to find a spot. Conley's either beaten or gone toe to toe with all those guys in the playoffs so let's not act like he doesn't have All Star level ability.

I will go with conley off of the strength of believing that coach Fizdale will bring a different type of offense that will allow Conley to look for his shot more.
Conley is talented and this will be his first time being featured he won't be an all star but that's because he's contending with Curry/Paul/Dame/Harden/Russell/Bledsoe who will be playing PG in the West as well.
And let's just be honest no way in hell he beats out Steph/Paul/Dame/Harden/Klay for all star spots.
