They can't be bothered to read past the headlines of basic articles, let alone read 400 pages. Now you simply take the proactive approach of releasing a 4 page summary where you give your unsolicited opinion, knowing that the media will collectively run with the headline "Mueller finds no evidence of collusion". The base now has all the information they need. They're re-energized to defend their president when this damning, redacted, report comes out. Any effort to follow up on this report gets labeled as the liberals not knowing how to give up when they're behind, a witch hunt against an exonerated president/"presidential harrassment".
