You're conflating as well as over simplifying.
The report contains evidence of conspiracy as well as other crimes, the issue is whether that evidence is strong enough to stand up in a Senate trial of impeachment. This is what Mueller's decision was based on, not a lack of evidence.
Barr used a lot of language to dance around or omit the truth, not actually lie. What ultimately hurts his reputation, if there are not closed door negotiations taking place - which I believe in that theory, is the fact that without mandate, law or precedent Barr took it upon himself to summarize a report that already contained a summary; as well as acting on his own while bypassing congress to determine what has been gathered is not enough for an indictment on obstruction of justice.
Barr is a shady institutionalist but he is not dumb by any means.

This whole game is about delaying that. So the question becomes why, why would they want to delay the release while building a PR narrative?

It is all a time wasting endeavor. Their goal is re-election. Our goal better not hinge on asking the electorate if the president is corrupt. We better start highlighting what we can do for people instead of asking if you like him.
Americans are notoriously amoral and ignorant. They have already answered once what they think about the current president. Our party needs to show and prove how they are going to let Americans be there amoral and ignorant selves with more money in their pocket.
