Ok.. the top law enforcement official in NYS is the AG.. NYC consist of 5 boroughs and the top law enforcement official in each borough is the District Attorney.. Manafor committed his crimes in NYC so the DA has jurisdiction over the case.. basically saying NYC DA got the jump on the NYS AG lol

Either one could have bought the indictments to Manafort because it is under the NYS statues

NYS is not over NYC? Like in Chicago, we have the state AG and then one for the county. NYC has its own AG?

to be more specific, the Manhattan DA brought this up for NY State.

Its analogous to US Attorney General and the different districts. (like Eastern VA, DC, Southern District of New York, Northern California, etc)

Based on the story it looks like Trump's lawyer implied a pardon would come. Or at least Cohen interpreted it that way, but they have plausible deniability so Cohen would need more than this.
