Best case scenario for Trump is that Mueller determines he's too lazy to have been involved in the criminality around him. 
I would imagine this isn’t just about the sentencing, Paulie was going to rot away regardless. To me this hints at making his pardon by Cheeto extremely tough for the public to accept. The NY state charges being out in the chamber fall in line with that as well IMO.

This totally puts Trump in a corner on the pardon:
If he pardons he is saying that he lied to the executive branch and I (as head of the executive branch) don’t care
Or
He didn’t lie and if he didn’t then the executive branch knew of his dealings and had no issue.
