"Could be" is just just a way of saying "we don't think so but we'll say it is cause it fits our narrative". It wasn't a diss track and it's 2023 and nobody has still has shown proof otherwise.
Son, Pac was insinuating Biggie was involved when he was locked up, before the trailer incident. As a Pac stan you're timeline on what he said is waaay off.
Like you and others have said before, it was recorded in 94', but the release of the song was perceived to be a diss.
Not sure why you keep saying "nobody" thought it was a diss when many people did, people in the industry, people associated with Pac, and even people that worked at Bad Boy (check art of dialogue for reference)
And to bolster that point, we can literally visit the archived threads from the 90s and rap fans also thought that it was a diss as well.
Unless I'm not remembering correctly, didn't he blame Jimmy and Haitian Jack for the rape and robbery? I think he put a large part of the blame to Puffy as well and I believe Puffy responded to that.
The most blatant thing Pac pulled off that blurred the lines was the 2 of America's most wanted video.
