Cinemagram?

I got Kinotopic and Cinemagram on the ipad/iphone and you can make some nice little clips with them

all of mine are of the family so I wont post them but it pretty neat

also the Cinemagraphs you see online are done with Photoshop and a bunch of other ish that's why they look better

u got the iphone version on the ipad? I couldn't find an iPad version
