Well, here's how it goes: comedians test out questionable material in private performances and smaller shows nobody sees, long before they air them out in specials...just to see what they can get away with or how far they can go. And a lot of that mess panders to the audiences they're in currently working, be it white people, Arabs, Jewish people, whoever.

Comedians work their jokes all the time and don't want them recorded because it spoils material that will later end up in specials on NetFlix or wherever. Especially comedians like Chappelle and Rock, who get 9-figure deals for their specials.
As far as him telling a "racist joke", even going by the little bit of context given you could 99.9% deduce it had something to do with Elon Musk and Trump, since it's about rocket ships and getting rid of Mexicans. And he has talked about race in every standup special he's ever had.

it's not raunchy tho.. the entire joke hinges on if you're racist or not. these kinds of jokes really just boil down to the makeup of the audience. Lazy material with no actual comedic value. there just happens to be a lot of racist Americans so it used to work
