Pretty much. Worst comes to worst, one of his subordinates takes the fall and goes to jail, and Christy denies any knowledge of it and publicly reprimands whoever that is. This might hurt him politically, but I doubt Christie himself gets any charges whether he knew about it or not (it seems likely he did, but I can't say 100%).
