While I won't say this is a good thing for SA, these guys don't seem to have any jurisdiction
Based on reading their website it states that they are essentially a service/extension of the Chinese consulate to provide assistance to the local Chinese community in bringing issues to the attention of the SA police force. Chinese don't get a pass on SA laws and the Chinese officers can't do anything to South Africans. They also are supposed to help the SA police in prosecuting law breaking by local Chinese but I won't hold my breath on that one given reported Triad activity in SA.
I basically see this as the Chinese government putting something in place to make sure its citizens (even more than locals or other expats) have the ear of SA law enforcement and get protection for their economic interests and safety. They probably throw money at SA police to get them to allow it.
They need to make sure this shyt doesn't grow too big though, at the end of the day SA should police its own country and having others, even Chinese, have recourse to foreigners erodes the reputation of the SA police (whatever that is). India started out using the Brits as tax collectors since they didn't want to be bothered. They ended up paying the Brits taxes.
