This is just propaganda from the West. China's partnership with African countries has beneficial for the most part.
You don't need Western propaganda to see it, it's pretty obvious just from first principles.
#1. Raw resource extraction virtually always benefits the country the resources are sent to, not the country the resources are sent from. In the nation shipping away its resources, the only people who really benefit in the long run are the elites who control the sales and any corrupt government officials who make money on the side.
#2. The Chinese government has no altruistic principles whatsoever in its foreign dealings. None. It's not like they have "some" altruistic motivations that fight against other self-serving motivations. I haven't seen the slightest example that they care for human rights, helping other nations, etc. unless it benefits them in some way.
#3. Research the horrific way that China has exploited the citizens of neighboring allies (Cambodia, North Korea), supporting ruthless dictators who destroyed their own people in order to fulfill its own ends. You think they would abuse Cambodians and North Koreans that badly, but would somehow end up helping the average African?
I'm by no means caping for any other government's foreign policy in this analysis. But I think it is easily established that China's relationship with Africa isn't for the purpose of helping anyone other than China itself and a few African elites who will make money for themselves and for China at the expense of their own people.
