I had a conversation with someone I know a while ago about Chi. I'm not from there, but anyone who has had an upbringing of gangs and poverty can relate to the atmosphere in some way, even if it is on a micro scale in comparison. By all accounts, Chicago is a world class city that was on par with NYC, SF, and LA up until just recently.

Gang culture is just a cancer of any functional society. It takes kids, and indoctrinates them. Just look at what's going on in Central America, which shares some parallels. There's a lot of similarities, in how these "organizations" continue to recruit kids. They get decentisized to violence & it becomes a vicious cycle.

I don't know what the answer is personally. A police state is not the answer. Its made the problem worse in Central America.
