I live in Chicago, I have plenty of guns. It used to be completely illegal to own a gun in Chicago city limits if you weren't law or security, before the ruling.
Now A gun card costs $10, as long as you can come up with that, pass a background check and wait a couple day you can get a gun.
I'm not clicking whatever link you posted, just because you can't wander in off the street and walk out same day with an AR like you can in Arizona, or can't open carry doesn't really make much of a difference in reality.
If you live in Chicago, and are not a felon, you can buy gun outside of the city limits and bring it into the city to keep in your home with ZERO problems now.
Having to first get a license from the state, and not allowing gun sales within city limits aren't the gigantic hurdles folks who don't live here want to pretend they are.
I got my card online, buy guns online, and pick them up from a FFL 1 block outside the city limits. It's been a free for all since the gun ban was lifted.
Concealed carry cards are the only thing were they require actual classroom instruction and range training, which I think is the best way to handle it.
