Person A caught on camera shooting someone in broad daylight in a residential neighborhood known for gang activity. Based off of the subjects brazenness, this isn't his first rodeo so its a fair reason to bet he is a net negative on the community.

You either wait a year and day for him to stand trial or you militia up, find him yourselves and either kick him out forcible or body him

Again how does that make sense? You are suggesting killing someone for killing someone else. That could be the reason he killed that person or persons, but you're condemning him.
