It’s an ambiguous catch all charge that sounds worse than it actually is. prosecutors use it when nothing else sticks. CTG says they charged him with this because he gave alcohol to a minor. He might be telling the truth

He rolled the dice and won. Details matter though. Was his accuser credible, for instance? And was there a lack of physical evidence? Rightly or wrongly, a lot of people just want the stress of the criminal justice system off their shoulders and will plead to lesser charges, especially if you’re broke, can’t afford a good private attorney and you can’t take time off work for in person court appearances.
