The purpose is to show the product. If it was drenched in “milk”, you wouldn’t see the cereal and texture, and it would get soggy in milk.
That's exactly why they do it. You see more cereal in the bowl....why would they want to show less......

Also to OP it's a cereal commercial not a milk commercial. If they filled it with milk you wouldn't see the cereal.
