How Orton didn't live up to his potential was 1st his bad attitude [self admitted in his DVD]
His pill addiction [self admitted in his DVD] which lead him getting suspended twice in the middle of a push
Him being injury prone.
Orton is bytchmade, numerous accounts on him whining about not being protected in the ring, no fukks given about his opponent. Even if was the one who botched, stalled Kofi Kingston push [although Kofi did have 2 HUGE fukkups] and tried to stall Roman Reigns push

Cena's been in Eminem at the 8 Mile mode for a few years now. All of the insults you can potentially lob at him are very much "been there, done that". He knows, we know...the world turns, nothing changes, he makes a few thousand more wishes, now what. Orton ran up in there and got defecated on with some shyt that it sounds like Cena had loaded in the chamber since like 06 or something.
I too thought some of it really didn't apply and since the feud is flat to me it didn't hit me like it would've a few yrs ago. In KAYFABE, Orton is one of the most decorated champs in history. Second most decorated on the active roster? Youngest champ ever? Beaten legends? If he hasn't lived up to his potential, who the fukk has??? Cena needs to stop burying his opponents to the point where they don't seem like threats.
With that said, for someone called a viper, dude had minimum venom in his bite. The killer instinct was almost on empty. In terms of promo quality, in terms of a verbal exchange, he got lit UP.

He said all that tho. His point wasn't that Orton wasn't accomplished. It was that Orton could have been what Cena is now but he kept getting in his own way, something that Orton himself has admitted.
Even in kayfabe, you could argue that Orton got lazy because he spent three years floundering in feuds that went nowhere.
