CBO: Obama’s minimum wage plan would cost jobs but help millions

The nonpartisan Congressional Budget Office is out with a new report on President Obama's proposal to raise the minimum wage from $7.25 to $10.10 an hour by 2016, and its most important finding is this:

The increase in the minimum wage would have two principal effects on low-wage workers: The large majority would have higher wages and family income, but a much smaller group would be jobless and have much lower family income.

More specifically, the CBO found that raising the minimum wage to $10.10 an hour (and then indexing it to inflation) would reduce employment by between a very small amount and 1 million workers, with the agency's best guess being about 500,000 workers. Republicans are seizing on that finding, with a spokesman for House Speaker John Boehner (R-Ohio) saying: "This report confirms what we’ve long known: While helping some, mandating higher wages has real costs, including fewer people working."

At the same time, the report finds that about 16.5 million low-wage Americans would see an increase in their earnings as a result of the hike in the minimum wage. A much smaller number of higher-wage earners would also see a jump in income, the CBO said. The agency explained the impact on employment this way:

According to conventional economic analysis, increasing the minimum wage reduces employment in two ways. First, higher wages increase the cost to employers of producing goods and services. The employers pass some of those increased costs on to consumers in the form of higher prices, and those higher prices, in turn, lead the consumers to purchase fewer of the goods and services. The employers consequently produce fewer goods and services, so they hire fewer workers. That is known as a scale effect, and it reduces employment among both low-wage workers and higher-wage workers.

Second, a minimum-wage increase raises the cost of low-wage workers relative to other inputs that employers use to produce goods and services, such as machines, technology, and more productive higher-wage workers. Some employers respond by reducing their use of low-wage workers and shifting toward those other inputs. That is known as a substitution effect, and it reduces employment among low-wage workers but increases it among higher-wage workers.

The CBO summarizes the effects in this helpful chart. (The agency also analyzed a $9-an-hour minimum wage option that is not indexed to inflation.)

The CBO's report reminds us that the main effect of raising the minimum wage is to redistribute income from consumers and owners/higher-wage earners to lower-wage earners. As this chart shows, most people earning under six times the poverty line would benefit from the increase.

Finally, the CBO report offers a useful historical analogy for the proposed increase. Over the past 30 years, an average of roughly 5.3 percent of workers earned between the old and new minimum wages when Congress legislated a change. This time, under the $10.10 option, 10.1 percent of workers do. That's a testament to not only how far the minimum wage has fallen in real terms but also to how significant the increase would be relative to the size of the workforce.

I am sure that left wingers are going to rush into this thread and insist that 500,000 people losing their jobs is really a great thing because now they have more free time to spend with their families or start a business. Idiots.............

Pretty sure they're republican lies. No jobs were lost with Obamacare, in fact they created more jobs, govt jobs which give great benefits and pension. I am sure that pissed off a lot of rich people.

It's pretty disingenuous for Republicans to be harping on jobs now when they were against the Jobs Act.
Im just trying to make sure i'm understanding what is going on... those half a million workers are going to be sacrificed to lift a million out of poverty?

I am beyond skeptical at this math... but i'm terrible at math so bear with me :russ:
are we placing 500,000 people in poverty to uplift 900,000 thousand for a net gain of 400,000 thousand out of poverty? or have they already been factored in?

Despite conventional economic theory, I really don't think raising the minimum wage would result in all that many jobs lost. If anything, businesses would try to outsource more and perhaps develop technology to take some workers' places to save money long term...but a vast majority of these jobs are going to be there regardless. Its speculative obviously, but I think a raise in minimum wage causing significant job loss is more or less a myth or at least an exaggeration.

How is Obamacare costing people jobs when, in reality, all it is doing is allowing people to leave the workforce at an earlier age to retire without having to worry about a lack of coverage? There aren't 2.5 less million jobs all of a sudden, like you are trying to imply, and it would free these jobs up for younger people who are struggling to gain employment right now. Your point is the equivalent of saying that winning megamillions tickets cost people jobs because they wouldn't have to work anymore after winning the lottery.

No one is saying you have to like the law, but stop being a deceitful fakkit when discussing these things. It makes you look like a fukking idiot.

Whats funny about this is that when the poor and people of color complain about a socio-economic society that is rigged and works against their quality of life, republicans angrily respond that they are whiners and they need to pull themselves up by their bootstraps. If they have the will and talent to succeed, then nothing can stop them.

Now, we are hearing that America is unfair, and one cannot succeed because of a heritage foundation inspired reform to health care, and an increase in the minimum wage.
