From 1983 - 1996 (13 years), the WR dropped .09 seconds (9.93 - 9.84)

From 1996 - 2007 (11 years), the WR dropped .10 seconds (9.84 - 9.74)

From 2007 - 2009 (2 years), the WR dropped .19 seconds (9.74 - 9.58)

Ain't no one running a sub 4 40. The closest ones are Deion, Stallworth, and CJ. Basically Football players who train for that.
