I will always hold Heenan as the best, personal preference. My reasons why...

• He was able to have the crowd boo Andre the Giant. To be able to get the crowd to boo Andre was big back in the day.
• Unlike Heyman, Heenan could draw heat not just around the ring but also on commentary; when WWF was on television, its was a new dimension to have a guy with such a quick wit piss you off; I just go back to his 92' Royal Rumble commentary.
• Heenan could draw a payoff better for himself as a manager; he was going to get his own come-uppance at some point.

That being said its Heenan, and Heyman; 1A and 1B.

Heyman's a top-5 talker in wrestling history and he wasn't a wrestler. Pretty much means he's top-2 in anything non-physical he'd even be in consideration for.

To me, an effective manager has to be able to lift his or her charge to heights not seen prior to said manager's arrival.

Punk and Roman were already multi-time world champions prior to Heyman.
