NBA doesn't have an officiating crisis as much as it has a rules crisis. The sheer amount of flagrant fouls are ridiculous. These are a bunch of 200 pound athletes flying around in a contact sport - the occasional incidental hard bump is just gonna happen. Flagrant fouls should be used for their original fukking purpose, which was discouraging dirty and dangerous shyt, not reviewing every single play once a face happens to be touched or somebody falls hard.
