I'd agree except Cam likely isn't fully healthy. His foot for running the ball is in question and his shoulder for throwing is also in question. His accuracy could be improved but how long before he reinjures his shoulder? Or his foot or something else? He's still an elite talent but he's also a little older and a lot more injury prone now and I don't see Beli taking a chance on him. Another team definitely would (and should) though.

Who else is there? Dalton, Jameis, or anyone else who isn't a further MVP. They could go back to Jacoby since he was there two years ago but that's it.
Beli probably doesn't want to go into the season and lose. Cam gives them the best chance to contend so you take that risk. They have a solid o-line so he won't take the in pocket hits nor be asked to run as much.
