Disagree. The whole defund movement is based on taking money from the enforcement side and creating more mentoring programs, community outreach, and social services.
Those mentoring programs are the exact programs that need to be made. Ideally there should be a link between the officers and the people they protect. Not just for the betterment of the youth but also, so the people being policed are humanized.
Furthermore, the only way past the police unions is to incorporate their members in a nonmilitant way within the communities they serve. Otherwise, their lobby will work against the defund movement because they will view it as an existential threat.
