SACRAMENTO, Calif. (AP) -- Gov. Jerry Brown has signed legislation changing California's definition of racial profiling and requiring that local law enforcement agencies collect demographic data on the people they stop.
Brown announced Saturday he has acted on the bill that became a rallying cry for supporters of the Black Lives Matter movement in California. More than a half-dozen states have passed bills addressing racial biases or police profiling following Michael Brown's shooting death last year in Ferguson, Missouri.Democratic Assemblywoman Shirley Weber of San Diego says her measure would give the public and police data to back up anecdotes of profiling. Supporters say the $9 million annual cost could help avoid costly settlements when police unlawfully kill people. Republicans say collecting data might be unnecessary as police begin using body cameras.

He is a white millionaire.
Its not like he has some vested interest in helping minorities. He is just trying to cool down the heat from cops murdering black people on whims.

The only legislation that would be impactful:

1) body cameras
2) community oversight and control of police departments with subpoena powers
3) any lawsuits that are decided against police, the costs come out of their department budget and not paid for by the city/state as a whole
4) some type of legalized self-defense against brutality

Any form of self defense against the police is illegal.
If they tell you to drop your weapon and spread your a$$hole, anything short of that is resistance and non-compliance.

Because you are resisting arrest (a crime) any force you exhibit to defend yourself is force used in the committing of a crime, another crime.
They are the military wing of the legal system. You are guilty under the legal system before the altercation occurs if you are anything except passive and accepting of your ass-whooping and/or murder.

So if you have any interest in defending yourself against cacs with guns and badges you need to first deprogram your concern with legality.
It will literally be the death of you.

Of course, but this highlights the need for a mass, radical working class movement capable of pushing through reforms that can actually lead to weakening and overcoming capitalism. Part and parcel of that would be weakening the power of the system's thugs on the street.
