There's a big difference between sugar coating and hedging your bets.
He does the whole "this might happen or might not" because back in the day WWE had a plan and stuck with it, no matter what, unless someone got injured/fired/etc...nowadays, Vince changes his mind on things within hours. He has had them rewrite entire RAW shows the afternoon of. This new Vince is senile and changes his mind too much for Dave to confidently say something is gonna happen for certain. He can only go by what he's heard now, which could've change literally 2 minutes after he got the info.

People give the so called "media" too much credit, and it's crazy how people bases their opinions of Vince on unconfirmed rumors.This isn't really true tho'... there's probaly a bunch of things that were put on the table but never happened. We just weren't privy to all that because we didn't have all that access to reports back then. There's a lot of stars from back in the day that said they were supposed to get this or that, and Vince changed his mind and didn't do it. There's people who were in line to get big pushes that never materialized, people who got turned or didn't get turned, some didn't even make the roster. It's probably always been like that to some degree, I doubt they were writing down lists of shyt after Mania and all those same things stuck by SummerSlam.
