Trump has politicized or dismantled almost every major institution in American government that beforehand was supposed by bipartisan career government employees. These are people that did their job regardless of political party in power and had immense knowledge of how government works and he's driven them out in droves.

Not only that, many of the people he's hired to head these institutions are unqualified partisan hacks that wouldn't even see a government building under any other president. The DOJ, FBI, CIA, State Department, JCS, DNI, Department of the Interior, DoE, DHS, Pentagon, you name it, there's not an institution he hasn't weakened or worsened.

Every small government Republicans(ie Bush/Reagan/etc.) realized the importance of these agencies and Trump has tried his best to make them complete shyt.

None of them should have to swear loyalty to him and that's how he's tried to operate them.
