I've had many dealings with construction related companies and rest assured these mfers sleep well at night.

Whenever there's a problem, it is NEVER their fault. So many hands in the pot it's very easy to deflect blame.

The builder will say "hey all i do is follow the plans! go ask the design firm/engineers!"

The design/engineer will say "the builder didn't follow the design!"

I imagine the engineer will be held liable, not the state official.

Why would you leave a voicemail and not follow up with an email? Why would you leave a voicemail and not continue to contact other members of the team? The engineer did the bare minimum in terms of communication.
