It ultimately will depend on what was exactly in that proposal that the former governor helped him get approved. The fact that he was worried about the media finding out about it looks shady in and of itself.

I still say that this shyt could have been avoided had he just paid all the money back with interest from the jump instead of giving more reason to look deeper into your dealings.
