Have him come out and cut promos about foreclosing on people's houses, mowing them down and building a new parking lot, have him talk about how he fired half his workers and used the money to buy a jet etc... that shyt would be Muhammad Hassan levels of heat. He could cut promos about taking the money out of America and chillin back home on the beach and how he only comes to the US to fire workers at his factories

I thought it was wack too, but mainly because of the booking and partially because they don't have good chemistry. Sheam and ADR are a face and heel that both get booked to look "strong" against their opposition. The problem with that is that when paired together, it creates a contridiction. No matter who comes out on top, you just had a strong character get jobbed out because there is no way either of these guys can come out looking good with a loss when their characters are built up as being legit tough.
or to hire unico and the other guy or epico/primo to be his goons and Join up with Vicky rehashing the la familia thing . Vicky turns on dolph after winning the title and they feud better than nothing since they insist on pushing him
You already mentioned plenty of different and intriguing things they COULD be doing with him, but its just that the WWE aren't really trying. The long-winded failure of an angle with Sheamus is proof they are on cruise control with them both.
In this case, I wouldn't blame the talent, I would blame the booking

First of all, the ONLY thing that makes those guys more "interesting" than Del Rio is the booking. ADR could work circles around the lot of them and only Cena is better on the mic. The real problem with ADR is that he hasn't been given anything interesting to do and his fued with Sheamus has been a flop, mainly because BOTH characters are under-developed.
Give ADR a good angle and he'll be back to being top 5 character on TV.
That's already one thing that makes him stand out from most heels, he actually gets legits wins, and thus comes off as a legit threat. He may not always beat the top guys but you know with him there isn't a single guy on the roster that would "kayfabe" beat him without a tough match, including Ryback.
Shame I'll be honest I don't like him but I get why people do cause he's captain marvel to cena superman but when big show is more interesting than you in a feud your in trouble . But a rich bad ass who beats everyone up is weird to be a heel it's like he's Bruce Wayne or something. His character could use a revamp but the wwe seems to only be able to make everyone cowardly heels .
With miz he's doing good with the kofi feud and since he came back he's been steady he gets way more reaction than ADR gets which is sad .
