A lot of people have poorly trained dogs. White people in particular are very loose with the leash....I've had more random dogs "break free" than I can count.

Need to legally outright banning them... If your not blind or clearly crippled disabled...No animals allowed... Simple as that... Seeing eye dogs are the only ones I've seen that are well trained.
