D-Bry did that reversal in his match against Reigns. I don't think WWE limits their wrestlers at all anymore, it's just that the current guys prefer a more high paced-high spots style over anything else.

Well I watched a video on Youtube and it was "Top 50 Neville moves", and hasn't done most of them in WWE; Owens are doing 30 moves against Cena like somersaults and shyt, yet once that feud finished he hasn't done half of that since.
