I'm definitely leaning this on being an executive decision by Russia.
America is a war country, but they ain't going to risk something like traced back to us this with blood on our hands for the upcoming European winter which many are predicting to be historical.
I also recently remember there was a deal finalized(?) between Russia and China about a pipeline.

China and Russia are in the final stages of building a pipeline that can send gas from Siberia to Shanghai.
This is either Putin's call or a 3rd party striking at an opportune time.

Very misleading Nord stream 2 isn't even built yet. That's what Biden is referring to. The US, and much of the EU, were against Germany agreeing to it.
Nordstream 1 is the one that got sabotaged.
NS2 is fully intact & was waiting for Germany to certify it so it could be put into service . The pipeline is completed

Both NS1 and NS2 were damaged.
NS2 has been physically compromised by what happened yesterday and contained pressurised gas.
"On 26 September 2022, the NS 2 pipeline ruptured. Unexplained large pressure drops were reported in both NS1 and NS2 pipelines at their end-station in Germany. Shortly after, gas leaks from the two pipelines were discovered within the Danish and Swedish economic zones. Berliner Zeitung newspaper has asked[who?] if it is sabotage.[1]"

I've said it several times, it really feels like all this is a slow moving train towards eventual total war.
Basically, at this point I can't imagine either side stepping back and shyt cooling down. Too much money and power at stake. This shyt doesn't get better until a lot of people die and suffer.
Could be the west sabotaging Russia's ability to export or it could be a Reichstag event for Russia to justify ramping up their military actions. Either way, shyt isn't good for nobody.
