This Iranian was in Iraq ( Country where the United States was at the present time allowed to be operating in) , and killed Americans . If Putin, and Jong Un kill Americans in a way that is not pertaining to war, I'm pretty sure they would be dealt with in some kind of way. You show me a story of Putin, and Kim Jong Un killed an American in act of non war, and The American Gov't still " Back them up"
