You can try and take your chances of winning raffles to buy at retail. Other than that, I'd wait a week or two after release as the price will go down as people undercut each other.
Not familiar with the raffle process
Essentially you're entering for a "chance" to purchase the sneaker at retail price (usually). Yeezy's are a lot easier to win that other sneakers, so you might not want to enter too many of them or you might end up with more pair of Yeezy's than you'd want.
