Becky's title run was dead after Wrestlemania last year, and her reign didn't get reignited until Sasha came back. Are you really going to sit there and pretend like the women's division didn't completely fall off during her sabbatical?

Becky was foreshadowing Sasha's return back in April. The Lacey feud was 1st not as a follow up to Ronda , but as the start of a new arc. The problem was that it dragged out too long because of reality based bullshyt and they tried to crowbar Becky into an underdog role. The Natalya feud overdelivered. It was a filler feud to Sasha. Becky got her steam back by dropping the underdog crap. It was a great way to establish her new character and story.

You know that Sasha signed a new deal prior to her hiatus? The new deal is likely a work for her character at the time when she was calling herself " the moneymaker".

IMO everything you said was wrong. Becky didn't foreshadow anything, she was trying to help out her friend who she saw was depressed over her shytty booking. When she tweeted at Sasha to fight her, that was Becky publicly letting the front office know that she wasn't interested in her current feud. Also she never got her steam back, because after her feud with Sasha was over her segments went back to losing viewers. Sasha signed a new deal, but everyone who reports on wrestling said that the WWE threw in a little extra money to get her to come back.

Stories start over simple things. Seth and Rey's current feud started over a congratulations comment.

Becky tweets in kayfabe. She did send the tweet after not taking Lacey seriously at first. Lacey was essentially trying to piss Becky off and take a shortcut to the top. This was reminicent of Becky's old booking of other's trying to make a statement at her expense.

Becky's always been popular, but they never built a quality filler singles feud to keep interest. Survivor Series builds typically loses viewers because most people who still watch tune in to both shows.

Becky/Asuka usually did well when it started to kick off.

Sasha's 1st contract expired after 3 years ( which is the typical starting length back then.) She would be in worse shape if she tried to walk out out of her current contract. Sasha seemed burned out mentally at mania 35. She was likely just given time off to clear her head.
