He has the authority over those republican governors and then there will be pressure on blue states to open up if they aren't as hurt by the crisis. I know how these games work, I was a political analyst.

People will get restless in less affected areas and want to be back to work and the government will follow. It won't be in two weeks most likely but it will be before summers end.

There is no way they are writing off the whole summer especially with another wave expected in the fall.

The peak is probably two weeks. Whenever it levels off to a "respectable" number they will start opening things. At a point they will say they have control but to please respect the guidelines. You'll see restaurants opened up slowly to a handful of people with distancing between tables etc.

You'll see it sooner than you think.
