I wrote a nice little summary of the legal process of a pardon is and the role of the FBI , but I deleted it. At this point in time, Nelson was not found guilty of any crime...was never sentenced, does not need a legal pardon. So, it's quite simple for the FBI to make a deal for a now federal crime in return for Nelson's services. Not sure why you're too stupid to understand that...but I guess seeing all the corrupt shyt going on both sides escapes you.
