You underestimating Nucky like the gangsters do, he has political connections which is what Meyer and Lucky respect, they learned to get big you need those people in your pocket also, Masseria is big, but he don't have the avenues that Nucky has for booze, that why he sent Gyp to make a deal for shipments last year, Nucky gets booze from the Caribbean, Ireland and all over the USA, think about this for a second, would Johnny Torrio send men up to NY to back up Masseria like he did Nucky?
