His teammates have surpassed him greatly.

Also who gets the crowd hyped up? Seth and Roman. Seth carries these matches and makes everybody look great without making himself look weak and Roman finally found his niche in matches.
A star push doesn't always pan out once you're exposed..not everyone on that roster is gonna be able to carry him to great matches. It'll be an asterisk as far as the IWC goes if he has to be carried in every big main event he's in.

That's why they are taking it slow with him. NONE of them honestly are ready for a single's push. They haven't even been on the main roster long enough to get that established as single's competitors. You have to give it time. Their strength is being together as a group.
