She kicked him and clearly looks to be under the influence of some substance. Could very well be some type of super weed. The lady in question could have bust out the cuffs, and harm the officer. He showed restraint by putting his own life in danger and not pulling out his weapon

Was he sent on administrative leave then paid vacation without being charged or convicted?
Was she not assaulting the officer while being belligerent and in cuffs and STILL ALIVE
