For many other countries this can be valid, but Haiti as it is now is beyond saving. They need a complete restart and the people not responsible should not have to suffer. They have more grievances to move to the US more so than Cubans. At least Cuba has a stable government.

This statement doesn't apply to Haiti which was frozen out of virtually every international trade agreement when it was founded after it's liberation from France. This meant that the economic foundation that was afforded to the likes of Dominican Republic, Brazil, Cuba, and others was simply denied to Haiti. They couldn't trade goods, they couldn't borrow money from other nations etc.

Haiti is the only nation in the Western Hemisphere that was literally not allowed to capitalize on slave labor. And that's because the slaves liberated and founded the country.

So no, it's not a matter of "fix Haiti". It's a failed state because it was barely a state to begin with.
