I didn't think much of Saint Paul - wack ass downtown, a few decent restaurants, one interesting neighborhood, a lot of suburban sprawl. Minneapolis, on the other hand, reminded me of NYC in the 80s in that everyone lived on top of each other, much more integrated than other cities right now (which still isn't saying much). The city is full of young people, it generously funds the arts, it has top notch dining (several James Beard winners and a diversity of cuisine due to the large Vietnamese and East African refugee population over the years) you can bike all over on pathways and greenways, beautiful parks, several lakes to bike, jog, or stroll around, a great bar scene, and relative to other cities Minneapolis is very progressive in its attitudes and politics. Summer in Minneapolis is off the fukkin charts. The one drawback, of course, is winter - brutally cold. I didn't find it to be that terrible, because I've done east coast and midwest winters, and winter is winter to me whether it's -10 or -30 degrees. But if you like those west coast mild winters, Minneapolis ain't for you.
