I think the reason the feds take so long (besides air-tightening the case) is because it's economic. Their funding is predicated on their spending, from year to year. Milking an investigation is in their best interest. Also, there's a lot more to seize via forfeiture, especially if the subject they're investigating built up a lot of assets during the course of the investigation. The Feds get to keep a significant portion of asset forfeitures.
