There's outside forces that influence what the president has to say under oath.... even shyt that they don't agree with. They also can't speak or act on shyt out of office. Their is no such thing as black and white when it comes to politics, only gray and white.

The president has to sign the bills into law. The president can also write executive orders. The president can threaten vetos to get the legislation he wants. The president is a pretty important piece to the puzzle.
