So no ones going to answer the question? What does it mean? What affects will it have on the economy?

keeping interest rates low by increasing the money supply. driving down mortgage rates. If you look around you'll see banks/creditors offering some of the lowest interest rates in decades. Hopefully this leads to more people getting loans and driving up demand.
