I think the key (maybe?) is to hit the lifestyles of the people close to Lukashenka. Ban flights in and out of Belarus completely. Bar certain types of visas that rich families use. Freeze assets. I doubt Lukashenka's Belarus is such a nice place to live that all the powerful would be okay with losing access to the entire E.U.
