NYC, I caught the end of the decade when it was basically NY vs New Orleans, West was a non factor and the South wasn't really fukking with New York but I was into the Hot Boys. Looking at it objectively in retrospect, the westcoast movement from chronic to the 7 day theory was amazing but then they fell of the face off hard. NYC was consistently great through out the decade, put out more classic and just took hiphop to a higher level. Not being biased just stating the truth, mid 90's NY hiphop is the apex of the genre.
